Answer: As a spectator, yes, you generally can go in anytime. If you are looking to skate, you will need to go during public skating or rent ice time in advance.

Answer: Theres; A, B, C1 and C2, D, over 40. I think there are more honestly. As for the fees, you can either pay the entire thing up front, or you make a payment plan, I believe it's 3 even payments paid over 3 months.

Answer: Around 56 degrees Fahrenheit. A light flannel shirt is perfect. You will work up a sweat. I do see peope skating around in shorts and tee shirts but I do prefer a long sleeve and some jeans or light weight long pants.
